Fiscal conservatives would allied a outline of what they perceive as 'punishment' for getting welfare (they hate the 'welfare queen'). Men seeking welfare who get sterilized would enjoy the extra pesos and thought of 'not knocking anyone up' (maury povich) and women will equal not hitting glass ceilings in the workplace since of pregnancy or living a single-mom , and the sterilization (like a vasectomy) should be reversible in case the welfare recipient 'makes it' (and becomes affluent) and decides to have a child, responsibly.
